Dubai driving licence for Golden Visa holders
Roads and Transport Authority Dubai, on its driving-licence service, says Golden Visa holders can book the theory test and the road test on the same day, receive the licence faster after they pass, and skip training courses if they already hold a valid driving licence, whatever the nationality or the country that issued it. This is a Dubai RTA rule. It is not printed on ICP’s Golden Residency benefits, and it is not the separate RTA “golden chance” for an unexchangeable licence. THAJ does not issue the licence.
What RTA prints for a Golden Visa
The notes below are item 14 and the matching FAQs on RTA’s “Apply for or Manage a Driving Licence” service, updated 28 October 2026. They sit beside the ordinary training rules. They do not delete the eye test, the Emirates ID, or the fees.
- You can schedule the theory test and the road test on the same day.
- You receive the driving licence faster after you pass.
- You do not need training courses if you hold a valid driving licence, regardless of nationality or the country that issued it.
- The driving institute books the road test.
- If you fail the road test, you must complete a 4-hour training course before you retake it. The waiver is not a permanent exemption after a fail.
RTA’s “golden chance” is a different sentence on the same page: one attempt at the knowledge and road tests for a previous unexchangeable licence, with no training hours, and training required if you fail. Do not mix the names. A Golden Visa is a residence. The golden chance is an RTA testing rule. People outside Dubai should not assume another emirate’s licensing authority copies item 14. THAJ’s office is in Dubai, and this page only cites RTA.
Fees RTA prints on the same service
These are the service’s own fees. The Golden Visa notes do not say they are discounted. Knowledge-test fees published on a different RTA service are omitted here so two price lists are not merged.

RTA says a handbook is mandatory when an overseas licence is exchanged, and that you cannot obtain the licence if you decline it. Institute training packages, if you need them after a failed test, are priced by the institute and are not in this table.
What THAJ will and will not do
A driving licence needs a residence and an Emirates ID in the ordinary RTA flow. THAJ’s work is the residence file: a Golden Visa where you qualify, or an employee visa where that is the right permit. We do not book RTA tests, we do not sell driving courses, and we do not quote an institute’s package. If you are in another emirate, read other emirates before you treat this Dubai page as national.

No. The golden chance is RTA’s one-time test route for an unexchangeable foreign licence. The Golden Visa notes are a separate item on the same page.
